Urban land price fluctuations in the city's operation and development of the healthy real estate market is running till the national economy healthy and sustainable development。How to perfect the market mechanism of the formation of land prices, give full play to the premium leverage to promote the optimal allocation of land resources, to achieve savings and intensive use of land for scientific leverage to regulate the land market premium to protect the land market healthy and stable development of land management has become an urgent need resolved.In this paper, drawing on domestic and international land systems and land management research based on the results of Changchun City land to organize, In this instance, the urban land management problems in-depth analysis, based on urban land market is mainly a state monopoly market and free competition in the secondary market for co-existence of the dual structure of urban land classification proposed by the management objectives and implementation methods.
