Land in today's societyplays an important role in socio-economic development ofthe carrier, the material basis of human survival, with irreplaceable and in naturally.Non-mobility due to land and natural differences, differences between regions,decided to land property and land-use locational differences exist. Of land in differentregions of the existence of regional differences, leading to lack of coordination ofregional development, land use is different. Finite nature of land resources, leading toincreased utilization of land resources, methods, and raising the degree ofintensification of land resources conservation, with a strong socio-economicimportance. With the acceleration of urbanization, population increase, urban sprawl,leading to a large number of land to waste problems, resulting in seriouseco-environmental problems. Through effective manner, arrive at a reasonable area ofland use, land-use zoning for different spatial governance, controlling inappropriateland use practices to address the urban development process in the emergingenvironmental issues, thus generated in the process of land use eco-efficiency , theharmonization of social and economic benefits to achieve the sustainable developmentof the land.In this paper, GIS vector superposition method, target analysis and synthesis ofqualitative analysis of the study area land use partition. Combination of the studyarea's natural attributes, economic attributes and social attributes, in urban planningand land use planning, based on the proposed eco-environmental protection measuresfor the implementation of land use area in preparation for a specific region of spacegovernance.The question as to Xinlicheng upstream of the reservoir area as the researchobject in the investigation of the study area's natural, economic and social conditionsbased on the data, first using indicators analysis method, choose the impact ofregional eco-sensitivity factor, given the weights, through the GIS vectorsuperposition method, the status quo in the study area superimposed on the satelliteimages derived the ecologically sensitive area; with the planning of the study area ofspace control program on the district, may control the land use of space partition;Taking these two methods combining research purposes, comprehensive ideal forspace-derived governing the implementation of land-use zoning. The implementationof space for each partition of governance measures to implement the mandatory andeffective policyresponses, governance program on space.
