Thus the regional ecological compensation mechanism are difficult to establish, The victims are usually the important ecological functions and economic backward regions. This requires the central government to play a role in the regional ecological compensation. Based on this, This paper analyzes the historical responsibility of the central government .and our country Government's direct investment ability at the present stage.
