Study On Policy Changes And Its Performance Of Chinese Farmland Irrigation

China is a large agricultrural country and its major issue in the country and social management is to harness the river all the time.After the land reform, collectivization and the commune movement set up centralized mobilization system for the period of the traditional system the effective implementation of water policy provides a strong foundation.Therefore, China's water conservancy construction has achieved fruitful results.However, since the reform and opening up, the state's agricultural water policy has to adjust, the state gradually reduce the need for irrigation of the organization, management and investment,Introduced to the hydraulic management units, such as enterprise restructuring, the establishment of irrigation charging system, small water conservancy facilities, reform of property rights and many other policies that give our country the construction of farmland water conservancy has brought about tremendous challenge.After Tax reform, the state is further out of the grass-roots water supply, small water conservancy facilities construction and management to further promote market-oriented reforms, in this context, water conservancy project management unit and the farmers at the same time trouble.For this,It is necessary to make an in-depth analysis of farmland irrigation,analyse the existence question,provide the reliable theory basis and the policy-making reference for the present stage policy adjustment.After collecting and reading the farmland irrigation policy Promulgated by the government , sort out the policies which in different periods of our countries,point out the performance of its formation ,then explore the relationship of the policy and the farmland irrigation.And through empirical investigation of large Da bei wan pumping station in that country as a case of large water conservancy facilities, to verify and deepen research findings related.Based on the analysis of whole papers,get the following conclusions:1.States plays a leading role in policy change of farmland irrigation .2.Policies on farmland irrigation had a significant impact.3.Large-scale water conservancy facilities, the reality of problems encountered and the country macroeconomic policy is not only relevant, but also-and micro-irrigation and water conservancy policy.
