The economic circle around Bohai occupies an important position in the coastal development strategy of Chinese opening policy. Through more than 60 ports such as Tianjin Port, Dalian Port, it has trade and economic cooperation overseas with more than 160 countries and regions in the world. In the domestic market, the economic circle treats North China, Northeast, Northwest, and part area of East China as vast hinterland and links them closely. Thus it's the most convenient gateway for these area to move towards the Pacific Ocean and walk to the world.Accompanied by the economic development around Bohai, port groups are in rapid development, the port scale is expanding, and the overall level improves continuously, but many problems have become increasingly apparent, such as the delay of the overall planning of port groups, the increasingly prominent structural contradictions in the port, the waste of resources cauesed by competition among ports. What's more, the "financial crisis" exacerbated the disorderly competition among the port groups around Bohai in 2008, which is not conducive to the overall development of ports and port groups. So the effective measures should be taken urgently to promote coordinated port logistics development in the whole ecconomic circle around Bohai.The ports in Inner Bohai Bay are the research objects of this article, totally including Tianjin Port, Qinhuangdao Port, Dalian Port, Yingkou Port, Yantai Port five hubs. At first the experience of logistics joint development in domestic and international other ports and the basic theories are analyzed such as Regional Economic Theory, Coordination of the Logistics Strategy and Collaborative Governance. Secondly the hardware size, economic hinterland, the main cargo type and route of each port are qualitatively analyzed, and the Cargo throughput, foreign trade throughput and container throughput for every port are quantitatively predicted, which lay a good foundation for the SWOT analysis of each port. Thirdly on the basis of the SWOT analysis according to the total environment of logistic development in the ecconomic circle around Bohai, the strengths, weaknesses, opportunities and threats for the development of logistics in each port are compared, which make each port clear its position and propose joint development strategy. Finally, with the combination of the foregoing analysis and research, on the basis of drawing on the experience of logistics joint development in domestic and international other ports, the horizontal and vertical coordination strategies are proposed for the logistic development of ports around Bohai, and specific implementation recommendations are concreted from the government and port. Horizontal cooperation strategy contains "Point-Axis-Area" strategy and Collaborative Governance strategy. Incoming coalition, multimodal transport and the interaction of port and city are considered in the vertical coordination strategy, and we focus on the launch of "Point-Axis-Area" strategy, recommend that the ports bulid Port Group Cooperative Committee around Bohai Economic Circle, the government set up specialized agencies responsible for related work, and the government and port should jointly promote the joint development of port logistics around the economic cycle.
