The oilfield surface engineering construction is an important step of the oilfield productivity construction. Only after putting it in the production, the oilfield surface engineering project could reflect the technical level, the productivity, the quality of the project, the development effectiveness and the economic efficiency of the oilfield development construction. Therefore, it has great significance to carry on the effective risk assessment. During the process of the oilfield development construction, the risk assessment technology of the oil & gas exploration project and the well drilling engineering project have been ripened. But the research on the risk assessment of the oilfield surface engineering project is just the starting stage in our country. In recent years, the managers have paid close attention to the research of the risk assessment of the oilfield surface engineering project. And it gradually has been a key work to the oilfield development project construction.This article combined with the features of the oilfield surface engineering project and the basically theories of the risk assessment and giving reference for the method of risk assessment of the oilfield exploration project, I set up a risk assessment indicator system about the oilfield surface engineering project which includes failure indicator and failure consequence severity indicator. The failure indicator contain 3 first class indicators like natural risk, 12 second class indicators like geological risk, 33 third class indicators like terrain feature, and 58 forth class indicators like city construction. The failure consequence severity indicator system contains 4 first class indicators like loss of the property and 11 second class indicators like building damage. Based on the investigation of the risk assessment technology of the oilfield combined-station, the code for oilfield surface production facilities construction and the code for fire protection design of petroleum and natural gas engineering, established the risk assessment criterion of the oilfield surface engineering project. Using the application of probability theory and reliability principle, we can determine the value at risk and the risk rank. And then use the AHP to determine the weight of the risk indicators of the oilfield surface engineering project, and using fuzzy comprehensive evaluation to carry on the risk assessment of the oilfield surface engineering project. In according to risks of the oilfield surface engineering project, the corresponding risk prevention measures have presented. It is helpful to achieve the scientific risk decision about the oilfield surface engineering project. And it also is vital significance to improve the risk management level of the oilfield surface engineering project.
