| Urban and rural areas are two important components of modern society, how to handle the relationship between them is the main line through our social development and is also an outstanding problem need to resolve. Since the founding of new China, it has divided the implementation of urban and rural management system, resource policy severely tilted to the city, resulting in the widening gap between urban and rural areas, forming a dual economic and social structure. Although the reform and opening up the rural reform has achieved remarkable results, urban and rural socio-economic structure has undergone profound changes, the urban-rural dual system has not fundamentally changed, and there are growing gap trend. Eliminate the urban-rural dual structure, forward the process of urbanization has become a very long period of time in the future development priorities. So, along with National Congress Party proposed urban and rural economic and social development strategy, indicates that China has started from the urban and rural dual economic structure to changes in urban and rural integration.Papers takes the urban-rural integration development of Shaanxi Province for the research object, development economics, regional economics and urban and rural development theories as a guide, state the connotation and theoretical foundation of the urban-rural integration. In the analysis of dual economic structure in Shaanxi Province and the Evolution of the status of urban and rural development based on, by building comprehensive index evaluation system of urban and rural integration, and principal component analysis and cluster analysis of the region a measure of the level of urban-rural integration, revealed a long time hindered the development of deep urban-rural integration, from economic and social development and government security point of view, put forward in Shaanxi province's urban and rural economic and social development policy recommendations.
