Shaanxi Province Rural Infrastructure Investment Effect Evaluation System

Rural infrastructure is the premise to develop rural economy, improve peasants'life and increase farmers'income.It is also critical for solving "three rural issues" as well as to achieve harmony society. As a result, researches about rural infrastructure are the requirement of both academic research and government policy.This dissertation researches on Shannxi province rural infrastructure investment effects. Under the guidance of the scientific development concept, it combines domestic and foreign advanced theory to establish indicator evaluation systems. Based on the characteristics of Shaanxi rural infrastructure, this paper divides the research object into regional level and village level, from both macro and micro levels to study the evaluation theory. The main research outcomes are as follows:1. The establishment of Shaanxi province rural infrastructure evaluation indicator systemsThrough the survey, this paper describes and summarizes the rural infrastructure conditions of Shannxi three Major regions which are Guanzhong area, Shanbei area and Shannan area. And then, the regional level and village level rural infrastructure evaluation indicator system are established, which contain water supply and drainage system, transportation system, education system, energy system, communication system, medical and social welfare system, sanitation system. These systems are most closely to rural production and living, which are appropriate to the evaluation objects.2. The evaluation of Shaanxi province rural infrastructureUsing the regional level evaluation indicator system, this paper evaluates the major areas of Shaanxi province as well as the whole province. And then, the problems and shortcomings are analyzed in order to define the rural infrastructure construction level of Shaanxi province. The results are meaningful for the next stage investment and construction.Using the village level evaluation indicator system, this paper takes Qinling village as an evaluation example to assess conditions of rural infrastructure, the process and results of which is instructive for further studying.3. The calculation of Shaanxi province rural infrastructure investment effectBased on the regional level rural infrastructure evaluation indicator system, the value engineering is introduced to assess and analysis the major areas and the whole condition of Shaanxi province, the next step investment objects and direction are clearer for the research results.Based on the village level rural infrastructure evaluation indicator system, the DEA method and fuzzy method are integrated to evaluate the investment effect of the rural infrastructure in Qinling village.The evaluation ideas and methods are instructive for the similar village evaluation in Shaanxi province.
