At present, thermal power generation enterprises are confronted with two main "difficulties". The first one is the cost increase, which is due to:1) the rising coal price and,2) that such enterprises are committing themselves to developing green power by getting involved in desulfurization and denitration projects in coal-fired power plants in accordance with the government's "Save energy and reduce consumption" policy, with the purpose of undertaking social responsibilities. The second difficulty that power enterprises are now facing is the income decrease due to the latest economic crisis occurred, which has lead to low power demand from manufacturing enterprises. Meanwhile, the on-grid price cannot be raised in a simultaneous way with the up-going coal price under national supervision. The above circumstances have put these enterprises into an unavoidable dilemma in operation.This paper sets out to point out the operational difficulties that power generation enterprises are currently confronted with root in the contradiction between "marketed coal and planned power" (coal price are fluctuating in accordance with the market price, while on-grid price is under supervision by the Government) by analyzing the institutional reformation process on coal price and electricity power price. Under such difficulty, these enterprises can only strengthen the internal control to reduce generation costs so as to improve their profitability and competitiveness in the line of business. As fire coal price has been a major role in power generation costs, enterprises are bound to be more aware of and will putting more efforts into management towards reducing such costs, but there are not sufficient effective approaches to be employed for costs control and management. Thus, it is of great necessity to do research on the optimization of fire coal supply with the purpose of reducing the costs of fire coal.In a power plant, Fire Coal Supply Management (CSM) mainly includes fire coal procurement planning management, proportioning and admixing management and coal manufacturing planning management. This paper introduces the current management in Huangpu Power Station concerning fire coal supply, costs control and operation, analyzes the problem occurred in the process of purchasing, proportioning and admixing, manufacturing and storage management, indicating the possibility of costs reduction by optimizing managements on coal purchasing, proportioning and admixing and manufacturing planning for the Station. This would hopefully solve the current problems in management of the Station and would enhance its economic efficiency and competitiveness in the market. During the process of purchasing plan management, optimization shall be made on annual coal purchasing plan so as to be cost-effective. During the mode research of coal proportioning and admixing, linear programming has been employed to develop an optimum model for coal mixing so as to minimize the costs in consideration of various constraints of coal admixing. Furthermore, Simplicity methods are also used with data from the Station to work out an optimized coal mixing ratio which may serve as the base for the management of fire coal allocation and purchasing scheming. During manufacturing process, optimization model of reducing costs and management on production and storage are also studied.Meanwhile, this paper also analyzes the network Structure, organization Structure of coal-fired supply management in Huangpu Power Station, raising some ensure measures such as technical process, control process, equipment management, management organization as well as technical support systems, etc. in order to guarantee a smooth operation of the model for coal procurement planning, coal proportioning and admixing, together with coal manufacture planning.The research in this paper is beneficial to reducing the operation cost of fire coal supply in Huangpu Power Plant and to facing the dilemma of "marketed coal and planned Power". This paper also takes important function for the Huangpu Power Plant to increase its competitiveness and economical efficiency, and can also serve as a guideline and reference for fire coal supply management in other coal-fired power plants.
