Human resources are the company's most valuable resource, human resources management, in order to motivate had certain effect, it is important is how effective in practice incentives. Only the correct and appropriate incentives, will give employees more active for the enterprise.Qinghai Railway Company is telecom companies, telecom restructuring in May 2008, the telecom market to form a new pattern of competition, the three pillars of the situation,3G license issuance, full-service operations, involving competition between telecom operators more intense, the restructured Railway Company, also need to mobilize all positive factors, to further tap the market and human resource potential, increase employee enthusiasm for work, to play on his own initiative to enhance the competitiveness of enterprises, and further to maintain and expand market share, for the railway to provide more high quality traffic communications services to ensure that the railway special network revenue increased steadily.In this paper, the relevant theory of motivation were reviewed, and then analyzes the company's human resources in Qinghai Railway status quo, on this basis that the company's incentive problems, through in-depth surveys and studies, combined with the company's actual situation, made a number of specific solve practical problems of incentive strategies. The establishment of management personnel, "promoted or demoted, can be hired out, advance and retreat orderly, scientific and reasonable," the employment mechanism, can greatly mobilize and motivate all levels of management staff working enthusiasm and creativity. Employee performance is to mobilize the enthusiasm of the most direct way, performance can promote competition within the enterprise environment, motivate employees to work hard, pay to motivate their staff occupy a very important position.
