Productivity has always been an important area of Economic research. The focus of international research on the productivity from the partial factor productivity once turned to total factor productivity. Forest resources in China is limited, the development of productivity rely only on the increase in factor inputs is not feasible, So use minimal input of resources to maximize the value of output as the goal of human, which become an important yardstick to measure the quality of growth and is the whole closely closely linked to TFP growth. This article from the perspective of total factor productivity, statistically analyze development and regional differences of China forestry and forest. In summing up the work in China and abroad on the basis of existing research, summarizes the concepts of total factor productivity, theory, and from the perspective of non-parametric method describe total factor productivity measurement methods in detail, combining with an empirical analysis about the China forestry development in nearly ten years.This paper uses Data Envelopment Analysis (DEA) to research China forest and forestry industry productivity include 31 provinces (municipalities and autonomous regions) from 1998 to 2007 in many aspects, the total factor productivity is decomposed into technical efficiency, pure technical efficiency and scale efficiency, and using Malmquist index to analyze Dynamically TFP growth and technological progress rates, reached the following conclusions:the level of forest production in China is not optimistic, regional operational,technological efficiency is inefficient. Difficult to achieve economies of scale, low level of scientific and technological innovation are the bottleneck constraining their technical efficiency. Increasing return of scale in the provinces located in the northeast, south and west, showing a certain degree of regional concentration. These regions have great potential for forestry economic growth, are now at the stage of rapid growth. In the dynamic study, China forestry annual growth rate of total factor productivity is 2.9%, mainly due to technological progress. Based on the national forestry summarized the results of empirical analysis, combined with China forestry development planning, View from the regional forestry development and put forward to concrete proposals for the completion of China forestry from extensive economic growth mode to intensive changes.
