| Change happened all the time and became more and more quickly and significantly in business world, which meant only the enterprises that could learn quickly to adapt to the environment would survive. The same was true for property service enterprises. Given characteristics of inadequate talent pool, low educational level of employees, imperfect human resource structure and high staff turnover rate, the property service enterprises had to enhance organizational learning capacity by organizing learning sessions, so as to resolve conflicts between supply and demand of human resources, which led to the core of this study.In this study, the research perspective and possible solutions were identified through learning of the advanced theory and literature. Four points were included in the paper. The first, based on status and theory, four sub-modules were set——learning culture, learning methods, learning safeguards and learning motivation, which led to the construction of frame of property service enterprises learning capacity system. The second, the necessity of organizational learning was analyzed due to the supply and demand contradiction of human resources and then the elements of learning capacity system were summarized through corporation research that referred to thirty property service enterprises in four different regions. The third, according to the corporate research results, the viewpoints were supported with business practice cases that showed more authenticity and reliability. The fourth, by means of system feedback loop, it was analyzed how the above four sub-modules confirmed the active role in promoting the learning capacity, which gave the suggestions on how to improve the learning capacity by building up and using the learning capacity system in the end. |
