Core staff for the enterprise development is extremely important. The course, in economic development today, the core of employee turnover is serious business. Core employee turnover will waste business investment on human capital and lead to the cost of human resource re-allocation. It can help enterprises to improve their ability to respond to the changing environment and raise the overall competitiveness of enterprises to build core employee turnover early-warning system, which can monitors the process of the core staff management comprehensively, deliver core employee turnover data in, make the recessive trend dominant, and warn the problems of core employee turnover early.It is in the area of enterprise risk management that enhancing employee turnover research and carrying out early-warning management of employee turnover; while, crisis management research is one hot issue of the current management researches. Therefore, early-warning management on employee turnover is becoming the need of reality and a hot issue in theory.Taking the degree of staff turnover as a starting point and drawing on the core model of employee turnover and early-warning models that past scholars have researches on, according to the needs of this research, this paper proposes the related factors that have an impact on core employee turnover, and take them as the turnover index to build employee turnover early-warning model and how to apply it. At the end, it proves that this method can understand the extent and main related employee turnover. This article is composed of six chapters:the first chapter expounds the background of this research, the study significance of this research as well as related literature reviews; the second chapter defines the relevant terms and briefly introduces the theories for reference; the third chapter describes the current situation and existing problems to indicate the need of this research; the fourth chapter, one of the main chapters, focuses on the building of core employee turnover early-warning model and the steps to use it; the fifth chapter, applies the model and results show that the model has an early-warning for the core employee turnover.
