As the financial crisis gradually pass away, domestic retailing market has recovered increasingly, In 2009, total volume of retail sales for social consumer goods in China achieved 12.53427 trillion yuan, increased by 15.0 percent over that of the previous year, and has shown steady growth during the first half, quarter by quarter higher in the second half. Facing the strong competition which come from foreign retail giants and domestic local retailers, how to share of market and maintain the core-competitiveness of business become the key to win the competition.If we want to hold the core-competitive advantages, we must rely on integrating the various resources which act on the enterprise's survival and development commonly, and human resources management is the most important.Employees, especially core-employees constitute a scarce and importantt resource in enterprise.Attractting and retainning core-employees and effective excitation of core staff, which is one of the important factors to promote enterprise development and achieve business strategic objectives.Nowadays, material incentives alone can not meet the diverse needs of employees, and non-material incentives attract more and more attention from researchers.We lay aside such traditional ideas which are only a study around the non-material incentives, combin the theory of non-material incentives and incentive tier on management, psychology, organizational behavior, study the core-staffs'incentive Status of YDJ Department Stores. Theory evidence based on the definition of core-staff, the concept of non-material incentives, the meaning and role of incentives, according to the double-way stimulation policy for two categories of core employees, built a general pattern of a non-material tier incentive mode for the enterprise, and propose ways to optimize.The model has some theoretical and practical significance on the development of human resources management of retailing.To begin with, this paper innovatively presents the non-material incentive tiers and a double-way incentive mode to meet the requirements for both career goals and spiritual pursuit of two categories of core employees in a company, namely, managers and senior technicians. In the double-way incentive mode, the process of tier stimulation is elaborated. In this excitation process, not only to meet the core-staffs'individual requirement, such as friendly work environment, challenging work and other needs, but also to achieve their career goals, make two-way identification between staff and organization, and build a psychological contract such as requirements of organizational level incentive, so that this motivation model can play a long-lasting, far-reaching and comprehensive role. And then, we attempts to propose a characteristics which is the "interactive" relationship between material incentives and non-material incentives, that is material incentives and non-material incentives are complementary and mutual promotion. a business manager must have a clear understanding about this, give play to powerful spiritual force of a non-material tier incentive based on material incentives tier, achieve armony and unity in staff objectives and business goals.
