In a knowledge-based society, information, technology and creativity are the most important strategic resources for enterprises in economic activities. And the knowledge staffs are the only producers of these strategic resources. So for knowledge-based enterprises, knowledge staffs are the most expensive resources. Peter Drucker, the master of management, said that the majority of future staffs will be knowledge staffs. Under the challenges and pressure of the new economic times, it has become the key to success for a knowledge-based business that how to achieve high performance by effectively managing knowledge resources and motivating employees.Shandong Electric Power Engineering Consulting Institute(SDEPCI), where the author serves, is a typical knowledge-based enterprise. Its core competitiveness lies in the quantity and quality of talent. But in a long time, the research and application of motivate mechanism had behind the speed of enterprise development, causing many problems such as employees unstable and constraints of development.With the review of previous management, organization behavior and other related theory, the author combined with the participation practice of SDEPCI meditative mechanism and constructions of staff. With "clearing the value of standards, implementation of dynamic management, strengthening long-term motivation" as the guiding ideology, SDEPCI adheres to the principle of retaining the key, attracting the diathesis, botching the general and taking care of the disadvantaged" and build a talent value evaluation system combining the jobs, capacity, and performance evaluation. In order to fully mobilize the enthusiasm of employees at all levels, SDEPCI set up a long-term meditative system including the Diathesis'Security, Equity and Long-term Integral. In the process of SDEPCI motivate system exploration, the outcome named "the Diversified and Long-term Motivate System of Knowledge-based Enterprise", which the author has taken part in, won the first prize at the 14th session National enterprise management modernization innovations in 2007.The problems that SDEPCI has confronted in the driving mechanism have been existed in many state-owned knowledge corporations. The passage also attempts to enhance its appliance in order to make some contributions to the perfect of our state-owned knowledge corporations'driving mechanism.
