Land Circulation is the key problem of China's current economic and social development. After many years of export-oriented economic development, in 2008, China decided to expand domestic demand and stimulate economic development so that international economic risks would be able to be better circumvented, establishing a more stable domestic market system. Wise decision-making adopted in increasing the land contractual management rights at the Third Plenary Session of the 17th will be a major driving force in promoting sustainable development of China's economy. Due to the different situation, Land Circulation, if not rational plan and scientific layout, together with there being no systematic thing to regulate, is likely to lead to evolving into a crisis unless there is effectively pre-control and response. So it is particularly important to improve risk management. The purpose of this study lies in putting the risk management theory into Land Circulation. Risk management as a strategic, forward-looking preventive mechanism from the source to prevent and resolve unexpected crisis,is fit to promote the healthy and orderly development of Land Circulation.This paper is divided into five chapters.The first chapter is introductory. This paper briefly describes the social background of research value, highlighting the current research on the risk management of Land Circulation at home and abroad and domestic Land Circulation, owing to which we can propose a study to identify deficiencies of the current research and thus entry point for this study.The second section is the description of the land circulation Definition. Form.Characteristics. Common risks and the risk analysis of the cause of common risks are focus of the chapters.The third section of land circulation defines the meaning of risk management. First introduced the theory of risk management background and defined, and thus leads to the concept of risk management on land transfer, and finally risk management applied to the land transfer on the need for analysis.The fourth section is analysis of the plight on the risk management in the land circulation. Five major factors restrict land circulation to proceed smoothly:weak risk-management philosophy, the existence of man-oriented factors, not a sound system construction, operation mechanism is insufficient and the lack of organization and support.The fifth section presents the countermeasures and proposals. There are 5 areas to continuously improve risk management as follows:innovation of risk management concept, abandoning the rule of man-oriented factors, the system updates and constructs, efficient operational mechanism, strengthening the organization and protection.
