The Research On The Countermeasure Of Dazhou Region's Informationization To Agriculture

At present, information technology has become to be the most critical technical factor to push the economic development and social progress. Agricultural information is not only the essential characteristic of the agricultural modernization in this information age, but also the inevitable trend of agricultural development. Making use of the modern information technology and combining the information technology with the traditional agriculture is the basic requirement to build a moderately prosperous society in all respects and the basic content of China's agricultural modernization. Strengthening the local agricultural information construction research and improving the local agricultural information construction have a strong theoretical and practical significance to promote the local agriculture and the rural economic development with a rapid, healthy and coordinated speed.Dazhou is a marginal mountainous region in the west of China. The rural economic development has lagged behind the national average for a long time, the scale of agricultural production and industrial management is not very high, rural economic development and the income level of farmers is relatively low, which limit the economic and social comprehensive development of Dazhou, hamper the process of modernization and the overall strength gains. Therefore, the construction and development of agricultural information in Dazhou is not only an urgent requirement to develop the Dazhou region's modern agriculture, but also an important approach to accelerate the agricultural and rural economic development in Dazhou.This paper researches the Dazhou region's agricultural information construction, refers to a large number of relevant domestic and international documentary materials of agricultural information, clarifies the connotation and denotation of the concepts related to agricultural information, studies the related theories of agricultural information, analyses the current situation of Dazhou region's agricultural information construction, the major problems and causes. On this basis, this paper also set the general goals and principles of improving Dazhou region's agricultural information construction, at the same time, put forward the strategies and suggestions to improve the Dazhou region's agricultural information construction. Throughout all the research process applied the field survey method, literature research method, Delphi method and other basic research methods.Through the Dazhou region's agricultural information construction, we can find:the agricultural information construction started late, compared with other areas inside or outside Sichuan province, there is a wide gap. The infrastructure of agricultural information is weak, the agricultural information development resources lack the effective integration, the supply of agricultural information is insufficient, the cost of information use is high, the quality of information service is poor and so on. The main reasons why cause these problems are as follows:the understanding of the agricultural information is deficient and the attention is not enough; the overall economic strength is not strong; the ability to invest in agricultural information technology is low; management is not standardized, the digital gap is conspicuous; the level of industrialized agriculture is low, and the demand for market information is lacking; the agricultural information personnel is small;the overall quality and the low level of real income affect the popularity of agricultural information.For the agricultural situation of Dazhou region's agricultural and rural economy, we can use the following measures to improve Dazhou region's agricultural information construction. First, to raise awareness, improve the information technology awareness of overall Dazhou residents, the agricultural sector, governors and farmers. Second, to strengthen management, start form the organization and administration, system management, effect assessment and so on. Third, the key construction, focus on the rules and regulations, funds, human resources, infrastructure facilities and equipment, and the information resources of the agricultural information technology construction.
