The scientific and technological resources are the treasure of human society, it is already the first resource in economic and social field, and especially the arrival of a knowledge-based economy era displays the position of the scientific and technological resources in economic competition. Therefore, the issue of optimizing the allocation of the scientific and technological resources and maximizing the efficiency of the scientific and technological resources has caught redoubled attention from various countries in the world.In recent years, the scientific and technological level has greatly improved, the state has increased the overall input to science and technology, the quantity and quality of human resources and have increased. However, the increasement of the scientific and technological resources is not able to meet the requirement of scientific and technological development, and a number of problems remain to be solved in the allocation of scientific and technological resources. In this context, study the optimal allocation of scientific and technological resources in Hebei Province has great significance as for enhancing the efficiency of scientific and technological resource allocation.This paper is based on careful study 0f the theory of regional scientific and technological resources at home and abroad, addresses the input-output present situation of regional scientific and technological resources. It focuses on quantitative analysis method, analyzes and evaluates the present situation of the allocation of scientific and technological resources in cities of Hebei Province.In the first place, this paper presents a comprehensive introduction to the meaning of scientific and technological resources; the theory of allocation of scientific and technological resources; including the content, configure system and configuration mode.In addition, this paper presents the allocation status of scientific and technological resources in Hebei Province, analyzes the status of scientific and technological resources in Hebei Province from the aspects of scientific and technological inputs and outputs. On this basis above, this paper conducts a in-depth analysis of the evaluation results, pointed out existence of common problems of the allocation of scientific and technological resources in Hebei Province.Thirdly, this paper expounds the general idea of optimal allocation of scientific and technological resources, including the goal and principle of the allocation of the scientific and technological resources.Fourthly, this paper puts forward the optimization of scientific and technological resource allocation strategies and advice from the aspects of scientific and technological resources allocation mechanism, science and technology human resource integration and financial resources.
