This paper takes Hebei Province for exemple, and takes to absorb rural surplus labor force as a starting point, in order to research the factor analysis of Hebei Province to absorb rural surplus labor, and use the means of factor analysis and elastic analysis to empirical analysis.Firstly, it according to administrative divisions from three areas which the prefecture-level cities, county-level cities and counties to study the impact factors of absorbing rural surplus labor force respectively, and evaluate the absorptive capacity for various regions;Secondly, it selects the number of rural surplus labor transfer as the dependent variable, then find the main factors to employment elasticity analysis;Finally, according to the results of the analysis to raised the practical policy recommendations, and in order to promote the level of the whole of rural surplus labor force to absorb in Hebei Province.Through this article argue, it gets two aspects conclusions as following:The one is about the overall capacity to absorb surplus labor of Hebei Province, the stronger regions bias in central and northern, and Tangshan is the strongest city, In future development, it must be strive to improve the absorptive capacity of southern region, especially the city of Hengshui. The other is from the employment influencing factors of rural surplus labors, the main factors are the educational of Labor force, the optimization of industrial structure, the competitiveness of enterprises and the affordability of foreign population. For prefecture-level cities, it should be strengthen the competitiveness of enterprises and accelerate the development of the service industry; For county-level cities, it should be focus on accelerating the optimization of industrial structure;For the counties, it should be focus on the development of basic education, and enhance the cultural quality or skills of their own labors, while increasing the financial expenditure, then create good conditions for the development of secondary and tertiary industries.
