Human capital, which is called the growth engine by Lucas, is not only playing an important role in domestic production, but also closely related to the export in the era of knowledge-driven economy. Against the background of uneven trade volume in China, relevant research on cross-regional effects of human capital to export is of great practical significance.In the part of theoretical research, the author summarized and reviewed the existing theory on regional human capital and export, then explored the mechanism, static process, as well as dynamic process. In the empirical approach, supported by the provincial data from 1992 to 2007, a static empirical model based on the new economic growth theory, was firstly built to reveal the static influence of regional human capital to export. Then, the cointegration between regional human capital and export was proved. By building a dynamic model, the paper revealed the features of dynamic influence. At last, the comparation between static and dynamic model was intruduced, and the reason why they were different was explained.Through investigation, the following conclusions are obtained:Firstly, regional human capital in eastern China has the strongest positive effect on export, followed by the central, and then the west, in short term. But in long term, the influence of human capital to export in west is much more powerful than the effect in central China.Secondly, the higher human capital, the stronger driving force for export in nationwide and eastern China; junior high regional human capital plays the most important role in the middle and west of China.Thirdly, there is a long-run stationary relation between regional human capital and export. which is can be also called average education years, and export.
