Known as "smokeless industry" and the "eternal sunrise industry" of the reputation of the tourism industry, is an environmentally sensitive industry. The various crises at home and abroad unpredictable emergencies, like wars, financial crisis, infectious diseases, natural disasters, as well as tourism activities in different places in space and time on a temporary, shown during operation involved a wide and comprehensive features, have led to the tourism industry as a high-risk industry. If tourism is not the risk of effective prevention and control, then it is likely to evolve into a crisis. Therefore, as a tourist department of the Tourism Bureau should be how to prevent and reduce the travel of all kinds of unexpected occurrence of public events and their losses, it is particularly important to improve risk management. The topics of research aimed at the government's tourism industry through risk management functions of research, to build a framework for government risk management mechanism in order to better predict risk events on tourism, prevention and control, from the source to resolve travel risks, would be a disaster control in the bud, to minimize losses to a certain extent, reduce the government's post-processing costs, and also conducive to promoting tourism in a harmonious and healthy development.This paper is divided into six chapters:The first chapter is introduction. This paper briefly describes the social background of research value, and focuses on risk management on tourism at home and abroad, the Government Research risk management, and proposed a study on short-comings, to identify entry points for this study.The second section is the risk characterization of the tourism industry. Through the development of "Tourism Risk Classification Form" in the risk of exposure to the tourism industry status quo, and then from five angles:Travel the rule of law, tourism market, functional departments, tourists, the risk of natural disasters on tourism causes analysis.The third chapter defines the theoretical and content. First introduced the theory of risk management background and defined, and then introduced the risk management objectives, procedures and organization, and thus introduced the concept of risk management, the government and finally applied to the tourism industry on risk management to the need for analysis.The fourth chapter is to examine the issue. The quo analysis the Government risk management function in the tourism industry is first and foremost, it found that five major problems:tourism, government's weak risk-management philosophy, system building are inadequate, lack of organization and support, lack of operational mechanisms as well as the support system lags.The fifth chapter describes the experiences abroad. This chapter mainly analyzes the overseas research on the subject of the Enlightenment to China, it mainly includes five points:risk management as a strategic management; the government's role in risk management position; "integrated" type of government risk management; risk culture; risk management techniques and communication skills.The sixth chapter presents the countermeasures and proposals. Based on a comprehensive risk management theory and management theory to construct a " the government risk management mechanism in tourism framework", embodied in an interrelated and mutually complementary a systematic, comprehensive, integrated risk management system. And then from the concept of risk management, innovation, system updates building, information smooth and efficient operational mechanism, adequate supply of resources and continuous improvement of risk management, technology and other factors to explain the framework of such areas and, as countermeasures and proposals.
