Increase farmers income, is currently China's economic development is an important issue. 2004 "the CPC Central Committee State Council on the promotion of farmers to increase income of the policy view" that:"long-term do not increase the income of peasants, not only affect their living standards improve, but also affect food production and supply of agricultural products; not only constrains rural economic development, but also affected the entire national economic growth; not only the rural and social progress, but also off the realization of social goals; not only a major economic issue, but a major political issue. "Due to historical and practical reasons, as well as their overall quality of the farmers is not high, making the task of increasing. In recent years, with the central series of preferential agricultural policy, the income of Chinese farmers have greater growth than before, but generally speaking, there are still slow income growth, urban-rural income gap widening. How to maintain the income of peasants sustained, rapid growth in, is an important research need to focus on the theory and practice. This article seeks to explore this issue.Paper outlines the current income of peasants showed the main features:First, the rising cost of agricultural production, while the prices of agricultural products is stagnating or even declining, farmers rely solely on agricultural income is very difficult. Second, the absolute income growth of farmers, while the growth rate has been declining, farmer income growth and endogenous mechanisms for the lack of stamina. Third, the rise in wage income farmers, while the decline in domestic operating income. Farmers rely mainly on a variety of non-agricultural workers receive wage income, agricultural income derived from agricultur become less. Fourth, the farmers in the widening income gap within the same time, farmers and urban residents are also rapidly widening income gap.This paper analyzes four factors which hinder growth in peasant incomes:First, Irrational structure of agricultural production, the low efficiency of agricultural operations; Second, the rural surplus labor force increase larger and employment become harder; Thrid, backwardness of rural education, farmer's quality is not high; Fourth, the heavy burden on peasants, the lack of revenue growth in space.Paper propose five measures to increase income of farmers:first, strengthening the rural infrastructure, and create basic conditions for the peasants to increase income. Strengthening to road and water-based productive infrastructure built to tap water and methane-based life of infrastructure, mainly rural health service infrastructure. Second, increase the government's policy support to agriculture, capital investment, scientific and technological input, and industry support to agriculture, and promote the great development of agriculture so as to ensure the preferential agricultural policies and the warmth of cash to the farmers who work so Farmers get more benefits. Third, the optimization of industrial structure in rural areas. By adjusting the rural industrial structure, optimize the industrial structure layout, to develop high quality and efficient agriculture, promote the optimization and upgrading the industrial structure, vigorously develop the rural secondary and tertiary industries, and expand income sources and other measures comprehensively enhance overall efficiency of agriculture. Fourth, push forward the urbanization process, speeding up the transfer of rural labor. Through good planning and layout of urban construction, to promote rural urbanization; to improve migrant workers in cities, boosting the income of migrant workers; rely on the external pull of industrialization and the internal transformation of traditional agriculture combined; vigorously promote the pace of industry nurturing agriculture and effectively solve the rural population urbanization problems and difficulties encountered in order to increase farmers income and create a favorable social environment. Fifth, Strengthen the training of farmers. Develop rural infrastructure through education, to improve the quality of peasants; strengthen employment skills training, expanding employment of peasants; develop new training approach, improve the training system and other measures to increase rural labor force training, and effectively improve the comprehensive quality of farmers so that farmers have the ability to increase revenue.
