The stock quantity and the quality of human capital is an important factor of the rapid economic growth of the West Triangle. The determinant is not only the material capital investment, but also the investment and development of the human capital which would be even more important if the "Western regions" want to realize creating the "West Triangle" economic growth pole. In the traditional "dual economy" system, as the main constraint factor, the disparity of the inputs and outputs of labors between the urban and rural in this area seriously hampered the whole "Western regions" economic and social development. Therefore, to solve "the West Triangle" area of economic development problems, we must firstly solve the gap between the rural and urban human capital investment.Based on collecting and combing the relevant research, the study builds a evaluation index system for the evaluation of human capital investment state, and has comparatively analyses the differences between the "West Triangle" and the "Yangtze Delta River Region", "Pearl River Delta" economic circle in human capital investment which reflects the whole situation of the "West Triangle" region, and also make a analysis between the urban and rural differences in human capital investment in the each delta zone. Study reached the following basic conclusions:First, as a whole, the "West Triangle" HCI level is low throughout the country. Chapter III of this study, by building index system for evaluating human capital investment state in the cities, collecting relevant data, selects Shanghai, Nanjing, Hangzhou in "Yangtze River Delta", Guangzhou, Shenzhen, Zhuhai in "Pearl River Delta", and Chongqing, Chengdu, Xi'an in "West Triangle" for factor analysis. It comes out that Chongqing, Chengdu and Xi'an all rank last, and a large gap behind the cities in the other two districts. The analysis shows the main reason is that the extent and degree of the economic development as well as the opening-up in "West Triangle" are far behind the other two districts; the model of regional cooperation has not really set up to play effectively; phenomena of talented persons crowding to east for a long time and so on. All these factors impede the human capital development and utilization in "West Triangle" region.Second, there's a huge difference between the HCI in cities and countryside in "West Triangle". In chapter IV of this study, it start from the main investment of HCI, aspects of education, health care and social security contributions, into a variety of data collection and analysis, Contrasts and shows the big gap between the urban and rural in West Triangle. The low income of rural households, the not in place government investments in education, the old concept about talents and so on, have become a major cause of this difference.Third, to develop the urban and rural in integration has become an important way to improve the human capital investment in "West Triangle". Through this study's analysis, it can be seen in "West Triangle" there contains a rich amount of rural labor force which has even better potential to be developed than the urban labor force. That's what makes the integration of the urban and rural an important way to improve the HCI situation in "West Triangle". Seeking balanced HIC development between urban and rural areas has become an effective means to change the disadvantaged situation of HCI in "West Triangle" area.
