Informationization is the important feature and marks of the business operation in the knowledge economy times. With the rapid development of economic globalization and information technology, more and more enterprises start developing and implementing information systems, in order to increase Market reaction rate and enhance the core competitiveness. In the process of enterprise informatization, It's cannot solve the problem of low successful rate simply emphasizes the advanced information technology and the level of enterprise management. The lack of requirement analysis, the misunderstanding of information system products and the unsuitable of selection method are the common problems in the information system selection process. The failure of applying information systems in enterprise is primarily because of the improper selection. Therefore, if the enterprises choose the most appropriate information systems according to their own situation characteristics is the key element that effects the successful of enterprise informationization.Focuses on the core issue of information systems evaluation and selection, this paper presents the model and index system of information system evaluation and selection. According to the uncertainty in the reality environment and use the relevant methods and theories of fuzzy multi-attribute decision making and group decision group, this paper studies weight information unknown fuzzy multi- attribute group decision-making approach, to address the information systems evaluation and selection, in an attempt to help enterprise solve the subjectivity and the inadequate of science method that exists in information systems selection. The main contents of the paper include the following:First, the paper illustrates the basic theory of information systems evaluation and selection, including the concept and function of information systems, the concept and significance of information systems selection, the processes and methods of selection. This paper also describes the relevant methods and theories of fuzzy multi-attribute decision-making and group decision that used to solve problems.Second, the framework of information system evaluation and selection process and the information system selection of the evaluation index system is build, and the fuzzy multi-attribute decision making method in which the in formations about attribute weights are unknown completely is applied to information systems evaluation and selection problems. The method based on the theory of maximizing deviation is established to obtain the attribute weights. Furthermore, the alternatives are ranked both by using the projection of the weighted attribute values of every alternative on the fuzzy positive negative ideal point of alternatives and a possibility degree formula for comparing two triangular fuzzy numbers and a formula for priorities of complementary judge-men matrix. The paper describes calculation steps of the method in detail.Third, applying the model to real data to explain how solve the practical information systems evaluation and selection problem with this model, shows the feasibility and effectiveness of the developed model and method. Finally, this paper sums up the conclusion of our study and prospect the impossible direction of the future research on the subject. The information system evaluation and selection methods based on fuzzy multi-attribute decision making proposed in this paper, combineing qualitative with quantitative, can deal with the subjectivity and fuzziness exist in decision-making process. It's also easy to be understood and use. This method provides a more scientific and rational supporting for proper decision making, allows companies to address the complex information system selection problems more accurately.
