| The existence and the development of human society are based on using of natural resources and environment.However,it is only a few decades that there are a range of resources and environmental problems taking place by the extensive mode of economic development in China. Thus it has become an important means of approach to change economic growth mode of china by increasing the efficiency of resources and the environment.At present,there are no integrated and systemic concept on the resources and environment efficiency assessment(REEA) being raised on domestic and foreign researches.The direct objective of the efficiency assessment of resources and the environment is determined to promote region and industry energy-saving and emission reduction,improve resource utilization efficiency, and advance the sustainable development between regional industry and resources and the environment,compared and analyzed with conceptions such as sustainable development,recycling economy,and eco-efficiency.There are two aspects included in the efficiency assessment of resources and the environment,first,the evaluation of the efficiency of resource using and second, the evaluation of environmental pollution emission intensity.The indicator system of the efficiency assessment of resources and the environment is used for the target of resources and the environment sustainable development.As a result,the indicator system should be fully reflected for regional industrial development,resources and environment, which is conductive to take measures on keeping sustainable and stable development.Hierarchical framework of indicator system is based on the model "socio-economic-resource utilization-emissions -resource and environmental background",with the direct objective and the evaluated contents of the efficiency assessment of resources and the environment.And further,the efficiency assessment of resources and the environment on regional industrialization is established. Meanwhile analysis of the indicators is done by the availability of data and evaluation criteria and the operability of assessment.Combining with the SEA of the west-strait economic zone executed by the Military of Environmental Protection,the constraints of key industries on resources and environment are seek out,based on the theoretical study and field research on the west-strait economic zone.According to the characteristics of the west-strait economic zone,indicators of resources and environment efficiency assessment are screened by the scale,structure,technical level and location of the key industries,and then indicator system of resources and environment efficiency assessment is established on the four major industries(petrochemical industry,energy and power,metallurgical industry,equipment manufacturing) and the whole area.AHP and Delphi method has been used to determine the weight of each indicator.Finally,the combined with the indicator system, countermeasures is proposed to enhance the efficiency of resources and environment of the studied area.The set of the resources and environment efficiency assessment indicator system built in this dissertation can provide the theoretical supports for the SEA of regional industrial development in future,and the practical applications in the west-strait economic zone can be used for reference. |
