Research On Evaluating Large And Medium Industrial Enterprises' Independent Innovation Capability In Shanghai City

Shanghai is in a critical period of coping with a financial crisis at present. Can take the lead in improving independent innovation capability, which is a vital problem for shanghai to develop in the future. Turn with industrialize the progress along with new a city, the large and medium industrial enterprises are gradually turning themselves into a mainstay of technology development and innovation in shanghai city. The consciousness of their technological innovations is gradually enhancing. The level of their technological innovations and the output of their technological innovations are continuously rising. They play an increasingly important role in making of a city of innovation and creativity. There are great practical and academic significance to analysis and evaluate the large and medium industrial enterprises' independent innovation capability and to propose the policies and suggestions to improve the large and medium industrial enterprises' independent innovation capability in shanghai city.In this paper, we make a summary on theory reviews at first, describe predecessor's research and put forward on the research present situation of independent innovation and independent innovation capability. We point out that it is an organic synthesis of all kinds of capabilities in the independent innovation process. Secondly, independent innovation capability of enterprises are divided into potential independent innovation capability evaluation, input capacity of independent innovation, output capability of independent innovation, activities capacity of independent innovation and environmental capability of independent innovation. Thirdly, we analyze the major factors of enterprise self-innovation capability, according to the principles including scientific, comparable, operable and so on, we build enterprise independent innovation capability evaluation system and testify that the evaluation is reliable effective. Fourthly, by the statistic analysis which evaluates the large and medium industrial enterprises' independent innovation capability in shanghai city and the other three municipalities, we point out the problems in the development of large and medium industrial enterprises' independent innovation capability. Finally, according to the problems, this paper proposes the policies and suggestions to improve the high-tech enterprises' independent innovation capability in shanghai city.
