With the 2008 reorganization of the telecommunications industry, telecommunications industry, competition in the market situation has undergone great changes, but in early 2009 the issuance of 3G licenses to telecom competition in the market has entered a new era. And then mainly through corporate culture, human resources, organizational behavior, foreign re-integration of enterprise business case, strategic management, marketing, financial management, a comparative study of the theories, combined with the company's development strategy and competition in the market, proposing that as organizational integration to drive the market, networks, and cultural integration, and integration of measures taken to protect the system, ensure the effective implementation of integration measures.In this paper, through the organization structure, market resources, network resources and corporate culture measures and security systems integration studies, will help accelerate the integration of Mobile and Tietong business, for the restructuring and merger integration of enterprise resources also has a certain theoretical significance and practical significance.
