Investment purpose is to promote local economic growth, technical progress, reform the economic system and optimize the industrial structure. With the development of China's economy, the investment in local government work becomes more and more important. How to choose a project which can satisfy the government requirements for investment is an important topic for Government officials. The problem of different index system and subjectivity exist in attracting investments work of most of local government. So, the objective comprehensive index system and scientific and rational decision-making method are desperately needed.From the characteristics and development objective, combining with the current regional attracting investments in the process of considering indices, a set of social benefit, economic benefits and environmental benefits and enterprise evaluation composed of evaluation index system is proposed through in-depth studying equipment manufacture.In the evaluation process, firstly we use entropy weight method to correct the subjective weight in order to achieve unity of subjective and objective. Secondly the gray theory is applied to standard TOPSIS method, which is used for decision-making. The concept of preference coefficient is proposed based on different policymakers preferences for the balance of index, and the final evaluation results are confirmed by correction coefficient.Finally, the feasibility and operability of the method are demonstrated by analysis and evaluation of example. Compared with the traditional method, the decision method consider the preferences of decision makers for the balance of index, which make evaluation results more reasonable and practical.
