Study On The Performance Evaluation Of The Public Finance In Science And Technology Of Hebei Province

Public finance of science and technology is the main method for the government to support the development of science and technology. In recent years, science and technology is playing an increasingly important role in the development of society and economy. To promote the development of science and technology, society and economy in all aspects, public finance of science and technology is enlarged year by year and the investment fields are expanded continuously. In this case,it is not only the objective requirement but also an necessary need to evaluate the performance of the public finance of science and technology. The purpose of this article is to evaluate the performance levels of the public finance of science and technology in Hebei Province objectively, construct its performance evaluation model and implement the demonstration.Aimed at to bring forth new methords of performance evaluation, the article evaluates the situation of public finance of science and technology in Hebei Province by DEA and factorial analysis, finds the reasons affecting their performance level and puts forward with countermeasures and advice accordingly, thus offering theoretical reference to improve the performance level of public finance of science and technology in Hebei Province.Firstly, the article summarizes the studies of public finance of science and technology in Hebei Province both home and abroad, lists related concepts systematically regarding to public finance of science and technology in Hebei Province, makes clear its connotations, objectives, principles, which lays the first stone of the article.Secondly, according to the contents of the"Eleventh Five-year Plan for the science and technology plan of Hebei Province", the article summarizes its guiding ideology and development thought, analyzes the total amount, structure and characteristics of the public finance of science and technology in Hebei Province according to the statistical yearbook of science and technologyThirdly, the article studies the performance situation of the public finance of science and technology in Hebei Province in respect of their validity and input-output level. The article selects appropriate indexes to construct the DEA- Factorial Analysis Model and studies the effectiveness and input-output level of the public finance of science and technology in Hebei Province.Finally, the article puts forward with countermeasures and advice to improve the performance level of the public finance of science and technology in Hebei Province according to the evaluation results and the situation of Hebei Province.
