The Empirical Analysis On The Fiscal Expenditure Scale And Structure Of Gansu Province

The fiscal expenditure is the government control and use the monetary fund (economic resource) which concentrates from the market economy, to realize the function of the government in market economy. The fiscal expenditure reflected the scope and content of the government moves, and reflected the function of the government economy in entire economic structure. The local government could directly control the local fiscal expenditure to control the provincial economy.This article analyses the fiscal expenditure of Gansu Province, based on the relation between the fiscal expenditure and the economic growth, profit from the research achievement of the domestic and foreign scholars. The article embarks from the scale and structure of the fiscal expenditure, makes the empirical analysis on the existing data with quantity method of economics, to found the quite reasonable scale and the structure of Gansu Province's expenditure.The first part is the foreword, explaining the research background, the research question and the research technique.The first chapter is the theory summary of the fiscal expenditure's scale and structure. It introduced the research results about the expenditure of the domestic and foreign scholars, and the theory about the relation between the expenditure and the economic growth.The second chapter and the third chapter is the empirical part of this article. The second chapter made the empirical analysis to the fiscal expenditure scale of the Gansu Province, the conclusion is that the most reasonable expenditure scale of Gansu Province is about 20%. The third chapter made the empirical analysis to the expenditure structure, obtained the correlation dependence and the elastic function between the various projects of the Gansu expenditure and the economic growth, and has obtained the equation of the expenditure structure.The fourth chapter is the conclusion and the policy suggestion. Based the empirical analysis to the expenditure of Gsnsu Province, found the question exists in the expenditure of the Gansu Province, and stated the policy suggests: control the fiscal expenditure scale, adjust the expenditure structure, consummate the budget system, and strengthen the fiscal supervision.This article based the data analysis, has obtained the reasonable expenditure scale and structure of Gansu Province, and stated the policy suggests.
