Study On Charge Road Debt

While to obtained the huge achievement, the charge road of our country accumulated and exposed many problems similarly, charge road debt was especially prominent. Large amount of road debt not only can bring huge financial risk to the bank industry, it is extremely disadvantage to the development of road industry and the operation of our national economy moreover. How to promote the development of highway construction positively, guard against and eliminate charge road debt effectively, through the policy of " road construction funds from bank loan and tolling for repaying" . Through the reform and consummation of related policy and system, strengthen the standard management, bring the road into line of science development ,has became important issue which is urgent to us to study and to solve.The paper arranged around these aspects: the present situation and origin of charge road debt ; the charge road debt scale theory ; guard measure to reduce charge road debt. Firstly, introduced the present situation of charge road debt and its influence to the road development of our country in the foundation of the elaboration to the charge road economical attribute. Then carried on detailed analysis on the process of road project plan, the construction and the operation which caused the road debt . Based on this, proposed certain targets to weight road debt risk, carried on road debt grey relational analysis by using statistic theory, forecasted the future scale of charge road debt by the model of GM(1,1). Finally, put forward corresponding guard measure in view of some problems exist in various stages, analysis the positive role and its limitation of the policy of "loan and repay unified" to reduce road debt, and carried on preliminary discussion on the feasibility and difficulty in the implementation of charge road debt reorganization.
