Research On Construction Of Anti-evaluation System Of Technology Projects Peer Review Evaluation Experts

Technology projects are the carriers of the scientific and technological development. They are very important to the development of economic. In recent years, the technology of China has developed rapidly. However, because the funds on research are relatively limited, we have to evaluate the projects in order to select the projects which are strong innovation, obviously economic and social benefits. In China, we usually use peer review to evaluate the science and technology projects. The results of peer review determine the fairness of evaluation. As result, how to select the experts of review committee is the key to raise the level of Peer review. Therefore, the evaluation to the experts is meaningful.In order to evaluate the experts scientifically, this paper will establish the model of expert evaluation. This model not only establishes a comprehensive assessment of the experts, but also improves the efficiency of the selection of experts. Selecting the outstanding experts can enhance the level of scientific research and promote the progress of economic development of China.This paper contains five parts. First, explains the meaning of peer review, the advantages of peer review and the characteristics of the experts. Second, analysis the status of the evaluation of peer review experts and identifies the main problems. Third, establishes the index system and evaluate model of expert assessment .Fourth, evaluates 20 experts of Liaoning Province who take part in the peer review to verify the rationality of model. Fifth, puts forward the measures to improve the management of peer review experts.
