The Research On The Financing Problem Of SME In Undeveloped Area In The Context Of Economic Dual Structure

As an important force for national economic development, small and medium-sized enterprise (SME) is playing a more and more vital role in increasing employment, promoting tax revenue and in many other aspects. However, narrow financing channel and serious insufficient fund supplies still restrict the development of SME. Especially under the current macroeconomic environment, the production and management of SME are badly affected; hence the financing situation is not optimistic.Nowadays, China's undeveloped areas' economic structure is similar with that of Japan's after World War II for quite a long time. Under the policy of eliminating economic dual-structure, Japan constructed a perfect financing system for SME, which is useful for us to learn how to deal with such financing problem of SME.This article is based on the economic dual-structure actuality of China's undeveloped area. And at the same time, it is compared with Japan's postwar economic dual- structure. By learning from their experience, the paper is going to put forward an appropriate financing system for China's SME in underdeveloped area.This article is divided into four parts. The first one summarizes the goal and significance of the whole paper. The second part elaborates on the theoretical basis of SME financing and economic dual-structure. The third part takes Zaozhuang city as an example, to analyze the current financing situation and manifestation of economic dual-structure of undeveloped area. As far as the difficulty in financing is concerned, the chapter gives five reasons including policy, bank, enterprises, intermediary and social credit, and so on. The fourth part advances the choice of perfecting financing supporting system to accelerate development of SME. Meanwhile, the fourth part also comes to a conclusion.This article's innovation lies in the fact that it gives a research from an aspect which few people pay attention to. That is: in the elimination of Japan's economic dual-structure, SME gains a healthy and fast development. By a profound analysis of the relationship between the two, we hope to find a new way to resolve SME financing problem. Taking the actuality of Chinese SME in undeveloped area into consideration, the paper compares it with the similar problems existing in the process of Japan's economic development, sums up and develops former research result, and finally brings forward the basic frame of constructing Chinese SME financing system.
