| Small and medium-sized enterprises which are important part of market economyin Changsha gradually become a new force of economic development in Changsha.SME becomes a foundational power of the steady development of the society, to solvethe urban employment and the transfer of rural labor force, to improve living standardand to promote regional economic development.Financing difficulty is always the key restriction factor of development of smalland medium-sized enterprises. In this paper, according to the life cycle theory of SMEand SME development, the author analyzed the financing problem of small andmedium-sized enterprises in Changsha. On this basis, with the understanding of thesmall and medium-sized enterprise financial services of Commercial Bank inChangsha, this paper carries on the analysis to the SME financing status and riskmanagement of the Commercial Bank in Changsha, and uses the example of energysaving and loan business to Beijing banks to specify the product of SME financing.In view of the newly financial support for small and medium-sized businessbetween Commercial Bank in Changsha, this paper specify the typical financingservices of foreign commercial banks of SME case which are especially worthlearning and using for reference. Therefore the paper reference the large number offoreign bank financial products and excellent support modes, to introduce theclassification of financial innovation of small and medium-sized enterprises andforeign commercial banks, and to propose the corresponding reference.
