As a country with a large population, the allocation of labor resources has become an important aspect of economic and social life in our country. The optimal allocation of labor resources or not is essential to employment, the growth of national economy, social stability and harmony. On the one hand the optimal allocation of labor resources implies the increase in employment. On the other hand the optimal allocation of labor resources is conducive to economic growth. This will contribute greatly to the expansion of employment as well as to promoting the harmonious development of society.As a special phenomenon in transition economy, administrative monopoly which is different from economic monopoly and natural monopoly, has always relied on public powers to restrict or exclude market competition in order to achieve the purpose of acquiring exclusive industries or blocking regional markets. Administrative monopoly often results in distortion of the allocation of resources, social welfare losses, uneven distribution of income as well as the protection of local and regional market segmentation and so on. These are not conducive to improving the labor market to and optimizing the allocation of labor. Since related to the people's livelihood and the market system development directly, administrative monopoly has been concerned by the society widely, which has gradually become the research focus of scholars at home and abroad as well. At present, there have been a considerable number of studies on administrative monopoly, but involving fewer studies on the influence of labor resources allocation as a result of administrative monopoly. Moreover, so far as the influence of labor resources allocation resulted from administrative monopoly is concerned, there have been no systematic theoretical system to study this problem, especially in the quantitative analysis. In view of this, at first this paper systematically analyzes the rationality of the impacts on labor force allocation because of administrative monopoly and the transmission mechanism between administrative monopoly and labor force allocation. In terms of industrial administrative monopoly, the thesis analyzes the impact on labor resources allocation because of administrative monopoly from the aspects of the macroeconomic level, the industry level and the microeconomic level. In terms of regional administrative monopoly, the thesis analyzes the impact on labor resources allocation from the perspectives of interregional and intraregional regional administrative monopoly. Based on the theoretical analysis, the thesis carries on an experiential study on the correlation between industrial administrative monopoly and labor force allocation, taking China's telecom industry as an example.This thesis includes six parts: introduction, literature review, analysis of administrative monopoly, theoretical analysis, empirical research, policy recommendations. In the part of introduction (Chapter 1), the issue to study has been put forward, concerned concepts have been defined, innovations and study methods have been interpreted briefly. In the part of theoretical analysis (including Chapter 2, Chapter 3 and Chapter 4), relative literature and basis of the study including foreign studies and domestic studies are reviewed(Chapter 2). Then, the thesis carries on an analysis on the status of administrative monopoly. (Chapter 3), then comes the standardize analysis between administrative monopoly and labor force allocation(Chapter 4).At the same time, the rationality of the impacts on labor force allocation because of administrative monopoly and the transmission mechanism between administrative monopoly and labor force allocation are the main contens of this chapter. In the part of experiential analysis (Chapter 5), taking the transmission mechanism as our theoretical fundamental, the thesis carries on an experiential study on the correlation between industrial administrative monopoly and labor force allocation, taking China's telecom industry as an example. On the bases of theoretical and experiential analysis, advice and suggestions on how to improve the efficiency of labor force allocation and on how to diminish the administrative monopoly have been brought forward (Chapter 6) .
