Study On The Beneficiaries Of Chinese Government's Public Expenditure During The Transition Period

Since the economic and society transformation in China in 1978,the economy has been growing steadily and fast.The imbalance of regional development and the increasing gap of income level have become key problems in China's economy development. It is widely accepted that the government tax and expenditure policy, which are designed to solve the problems above,have the function of income redistribution and reduce the above imbalance and gap. However,the purpose of government expenditure might be different from its final benefits. Such difference has triggered the research of government expenditure and its final benefits.In this paper, we take the number of schools, the number of students at the school and the number of full-time teachers at various stages of education as representatives of data. And analysis the benefit from the end-result of public expenditure between the region, between urban and rural areas and among different income groups. And concluded:Benefit from higher education groups in our country is mainly concentrated in the eastern part of the high-income and urban groups; The western region and the vast majority of rural low-income areas to benefit from the situation of higher education with the larger gap;Secondary and primary education for the central and western regions and rural areas get better; Secondary towns which benefit from the end of in the decades of the reform process get improvement. The causes of mechanism analysis and the urban-rural dual structure are both reasons of the current distribution.The thesis is divided into four parts. The first part is the introduction. Focuses on the background of the main topics discussed, research significance and review of the literature. The second part is about the end-result benefit from public expenditure analysis of the causes of inequality. Through the theoretical study at home and abroad,Discusses the benefit from public spending on the end-result of the formation mechanism of macro-and micro-environment, and put forward several propositions. The third part of the transition period of our country to benefit from public education expenditures of the provincial data analysis. Investigate the benefit of public education expenditure ,And used target to measure .On the fourth part of our country to benefit from public education expenditures and the distribution of the reasons for the foregoing reasons and a comparative analysis of the proposition.
