Study On Strategic Countermeasures Of High Eco-economy Demonstration Area Construction In Dongying City

"To develop effective ecological economy in the Yellow River Delta" was listed in "The Eleventh Five-year Plan".The Yellow River delta is the north wing of development strategy of "One Body Two Wings". As a Independent Economic Zone, the Yellow River Delta is very important in the economic development strategy of Shangdong province and even the whole country. Dongying city, the central city of the Yellow River Delta, is the main battlefield on constructing the Yellow River Delta.In this paper, Dongying city is put in the new planning economic zone , that is, the Yellow River Delta, as a regional center to stydy. To build a high eco-economy demonstration area as the basic orientation, base on the characteristics and advantages of Dongying city, face new opportunities and challenges, Strategic Countermeasures are studied in order to promote Dongying city to paly a leading role in the Yellow River Delta construction.Dongying as the oil resource city which emerges in the Yellow River Delta, in order to build a high eco-economy demonstration area, not only should the basic facilities, human resources and regional coordination be solved correctly, but also the characteristics of the Yellow River, ecology, resources and so on must be emphasiz. By doing these, Dongying city will be the capital of the Yellow River Delta.Firstly, take the ecological construction as the basis of development. Put ecological construction on the first place in development request, ecological protection must be put throughout the construction planning, resource development must be consistent with ecological protection, and evaluation on development must put ecological construction as the basic requirement. Explore the ecological model of economic development, display emphatically eco-industries in the industry guide, display emphatically circular economy in economic development, and display emphatically ecological characteristics on raising brand strategy. Complete and perfect the ecological infrastructure, and promote the Yellow River waters construction, implement the "Three Net" green engineering and the wetland restoration project, and focus on the construction of dams along the coast moisture.Secondly, take the Yellow River as a resource to develop.
