Study On The Power Reform And TOU Price Regulations

Ever since the Reform Scheme for the Power System was published by the State Department in February,2002,the competition system has been introduced into the electricity generation side.However,the previous natural monopolization is still remained in the taches of the electricity transportation,the electricity admeasurements and the electricity sales.And the administrational monopolization has not been changed.The power price is still regulated by the government;the price of generated electricity is quite inconsistent with the market price in the electricity generation side; there exists upright monopolization in the electricity transportation and sales with various classifications of electricity price and crossed subsidy.Recent years,the price of coal used to generate electricity is kept on a high level and the price of generated electricity has come to be much lower than the generation cost;meanwhile,the price cannot correctly direct the demand,which has caused the increase in the demand.And the time-of-use price(TOU) which is used to accommodate the demand of power cannot act effectively for the reason that the price difference between the apex electricity-using time and the bottom one is not obvious caused by the unreasonable time periods' arrangement.The problems of the incomplete reform in power industry and the malfunction of power price's regulation have been fully revealed.Aimed at the above problems,this paper carried out the research,taking TOU price regulation viewed from the angle of power system reform as the cut-in point and considering about the power reform and the present situation and the future development of the TOU price regulation.Firstly,on the base of theories of power system reform,the author has checked on the power market regulation,the price regulation and both the internal and external literatures about TOU price regulation. Secondly,the author made a theoretical analysis on the power reform and TOU price regulation,including the contrastive research on various countries' governmental regulations for the power market and the analysis about the present situation of our country's reform on the electricity price system and its problems and the resolutions, and made a theoretical discussion about the power network enterprises' TOU price policy under the government's regulations.Thirdly,taking RZ area of SD district as the example,this paper analyzed the present electricity price and the sale cost; discussed the forming of the price and the present price system;analyzed the differences of customers' electricity using cost and made demonstrational analysis on the execution of TOU price policy,which is the essential base for the establishment and execution of TOU price.Finally,the author drew the conclusion and offered the resolution for TOU price under the government's regulation.Chiefly speaking,the main conclusion of this paper includes:①Only if the execution of TOU price is connected to the generation price,the supply-demand relation and the power-supplying cost can be reflected.②TOU price regulation can adjust the electricity using demand,and the original effect has gradually come in to being.③Nowadays,the advantages of TOU price hasn't been revealed completely, and the regulation should be improved further.④The establishment of TOU price should be based on the systematical research of the charge features of various customers and the cost.⑤The subject of the undergoing power reform and price regulation is ambiguous,which has leaded to the missing of the subject.Aimed at the main conclusions and the problems of the present TOU price policy, this paper offered the following suggestion for TOU price policy under the government's regulation:①The competition mechanism should be entirely introduced and the fundamental function of power market in the resource collocation should be taken into play.②Adjust the price structure scientifically,and improve the efficiency of the resource collocation.③Optimize TOU price regulation,speed up the execution and enlarge the execution area.Firstly,various customers' charge features and the cost should be analyzed to make clear about the charge features and cost differences of various customers and set the reasonable TOU price difference proportion.④Establish the model of Demand Side Management with the power enterprises as the subject,identify and unify the subject of power market and the price regulation,and strengthen the supervision on the power market.⑤The power market reform and TOU price regulation should take various aspects into the consideration and improve the social welfare.
