Research Of Consolidation Potential And Model Of Rural Settlements

Large population, small cultivated land per capita and short of reserve resources of cultivated land intensify the problem of land use in our country. On one hand, from the perspective of food security and safety, cultivated land status quo can't be converted to other land use types any more; on the other hand, speeding economic development and urban sprawl need more and more cultivated land. The key to solve this problem is potential mining of pattern scattered and extensively used rural residential area.From the prospective of land use planning and management, on the basis of literatures and field surveys, this paper discussed key issues round rural residential consolidation, quantitatively and qualitatively.Firstly, this paper introduced the meaning and background of rural residential study and research status domestic and abroad, then defined some concepts related to rural residential area and summarized theories and principles of rural residential area consolidation, such as sustainable land use and development theory, land system theory, eco-economic theory, threshold theory and location theory, etc.Making rural residential area in Dezhou City as a case, and after finding out the status quo and problems of local rural residential area consolidation, connotation of rural residential consolidation potential, methods for potential calculation were analyzed. Then, the calculation of consolidation potential of rural residential area in Dezhou City was carried out, and ranks were divided according to their coefficients, in order to provide guides and theories for further works.Four modes were put forward here, after retrospect and comparison of former rural residential consolidation modes: substituting villages for communities in suburb areas, establishing new communities, village renovating and whole village moving. And money rising, the primary issue in rural residential area was alsoussed here.Policies on rural residential area consolidation in Dezhou City were designed, which were studied from framework of leaders and expert panel, diversified land investing modes, connection turnover and planning linkups respectively. Finally, some points can be understood: land use intension can be alleviated through rural residential area consolidation, and effective land use, land economic benefits and land use optimization can also be achieved. And four modes of rural residential area consolidation were established.
