As the development of informatization and globalization in 21 century, government, company or individual is facing to the drastic competition. To keep the competitive strengths, more and more organizations have got to operate various projects. Some repetitive works are replaced by certain automatic equipments. Therefore, someone said "the society nowadays is full of projects" as well the "every management becomes project". As a manager of communication construction project it is important to definite the primary and secondary conflicts in dealing with lots of cases in daily work. Keep the primary conflicts in hold is also a basic principal to solute the time management issues.The goal of the project time management is to make sure the project development can be completed successfully. Whether the construction project can be finished in scheduled time has respect to the construction invest benefit directly. The centre task of the project management is how to implement more efficient control on the construction project to achieve the expecting target successfully. Thus, we must keep continuous innovation and efforts absorb the newer information, and try to accept new management ideas, methods and tools. Start from the zero point, we are desire to achieve the goals. Manage and complete the project effectively and scientific is the basically reason what the article want to clarify.In order to control the key conflict and complete efficiently the project management, we still need search and find some certain shortcut, which is the network planning technical what the article is going to present.Network planning technical is a kind of scientific and important planning managerial approach. The core of time management is making process planning, organizing the relative resources to execute the planning, accepting the related technical to control and adjust. Generally, we use the known network technical to make the network graph. It organizes the key work of definition WBS to an organic whole, and indicates the all important information for project progress. We focused on the main trends information in key route, and use the progress planning tools of Banana curve to analysis and compare the signals what the trends information indicated, and adjust it whenever is necessary. Thus it can form a feedback system to finish the closed loop controlling of time management. In the same time, we use the network graph to promote the internal communication and actively push every target progress, which can obviously improve the efficiency, outcome and benefit. Combined with the actual project management example, the above is what we want to state in this article.In practice, we adopted the time management concept theory and relative formulating methods. Firstly, to meet the requirement of creating Work Breakdown Structure (WBS), according to the time progress chart and progress planning program for this project, we worked out the overall network progress plan, and drawn the single code network graph as well formulated six time parameters for per job, then find out the correct key route. As the progress of key job decided the delivery of whole network plan, if we were aware of the key work, it would be easy to make clear of the main part of the project time management and progress controlling. Even more important, we use the chart to analysis the banana curve, and find out the two serious deviations of the actual progress curve and S curve, predict the progress trends, then accept a effective remedy proposal, then well avoided the actual progress curve development to curvilinear distortion. The feedback also proved the validity and feasibility of the chart what I have designed. By the guide of this chart, we saved 5 days to complete the whole project finally.
