If JJ telecom wants to develop in this intense market competition, it has to see the problem of talents as the strategical problem and treat how to take measures to attract talents, cultivate talents, make full use of talents and adjust produce relation to the development of produce continuously as an urgent matter during the proceed of JJ telecom's developing towards markets and becoming a whole enterprise. JJ telecom must operate on the person-come-first principle, deepen the reform and prompt on the way to gain talents and use talents.To innovate salary incentive system plays a vital role in JJ telecom's catching the chance to remain and competitive advantages during the age of knowledge economy. At the same time, to innovate and perfect the system is also the urgent task for JJ telecom facing.This article systematically analyzes the present situation of JJ telecom, discuss how to base on the human-being-come-first principle and design a set of salary incentive system agree to the demand of modern enterprises's system and doing good to make full use of talents to create a good environment for talents to give free rein to their ability and make talents become a part of the enterprise. This article can be divided into six parts. The first part is introduction, intruding this research background, object, methods and major contents; the second part is basic theories part, comprehensively using the pay and pay-inspiring theories, connecting the real situation of JJ telecommunication, to answer the problem why it is important and necessary to re-design the pay-inspiring system in JJ telecommunication enterprise theoretically. The third parts introduce the history, personal resource and present situation of pay-inspiring situation in the enterprise, analyzing the problems with the system at present. The forth part is the main body of this article, which designs a practical and useful pay-inspiring system on different employee's scale, based on the theory of this system and combining the real situation of JJ telecommunication. The fifth part is the incentive pay program and difficult to implement countermeasures, the summary cited in the redesign of the incentive pay program and difficult to implement and difficulties and made several suggestions, the sixth part is the conclusion, which sum up all the conclusions bound up with the article.
