Research On The Evaluation Of The Petroleum Resource-based Cities Economic Transformation

Due to changes in economic structure, turbulence in market demand, exhaustion of resources and other reasons, petroleum resource-based cities in China have run into a great deal of problems in the process of their city development, such as the inadequacy of industry diversity, high dependence on resource-consuming industry of the cities, heavy pollution, increasingly laid-off and weak competition of the cities. These issues seriously hampered the development of the city, and some of the cities have run out of oil, which have made these cities face the grim situation of mineral depletion and city decline. These cities, which in most cases are the political or economic centre (or both) in their region, usually have an important impact on local economy. Thus how to avoid the coming consequences, to make it possible of these cities' sustainable development and to active implementation of economic restructuring remains a major problem to be researched on.Based on a scientific analysis of economic and social characteristics of the oil city and a full analysis of the content of the economic restructuring of oil cities, this paper puts forward the necessity of city transition in connection with the current situation of the city transition, sets up the evaluation index system of economic restructuring on basis of four aspects, which is social progress, economic development, technological innovation and resources protection of the oil city. Also the thesis uses factor analysis methods to make a horizontal comparison of the level of economic restructuring on 6 typical cities such as Daqing and a vertical transition demonstration analysis typically on Dongying City. The results show that the economic restructuring of the oil cities is still faced with many serious and complex problems; the thesis proposes the corresponding countermeasures on these issues. To implement the economic transaction successfully, Dongying has to improve the city development capacity through sustainable development. Firstly, it has to carry out the strategies of resources conservation and save to extend the life cycle of the main resources. Secondly, it has to strengthen urban planing and pay attention to people's livelihood. Thirdly it has to promote the improvement of the industry quality through science and technology innovation and human resources development. Fourthly it has to take full advantage of the economic zone to seek advantage recycling. Fifthly it has to push forward the industrial restructuring to upgrade city economic level. Last but not least, it has to vigorously develop high-efficiency ecological agriculture, tourism and environmental industry.
