With the coming of globalization which are the characteristics of the new economic times, products are changing quickly and demands of customers in the market are diversification. So it is increasingly asking for high response speed.Therefore enterprises will face more intense competition. For adapting to the rapid technological revolution, meeting the challenge of the knowledge economy and participating in the world competition, many enterprises are actively changing and innovating the organization and way of management. With the purpose toward flexibility, flat and virtualization, HR outsourcing appears. It will help enterprises improve efficiency and gain advantage of competition.Enterprise Human Resources Management is the function and activities within an organization that focus on acquire, attain, motivate and utilize human resources. Early stage of HRM mainly focuses on employees' recruitment, selection, allocation, salary's payment, and personnel document management. Followed With external environment's huge change and increasing intensive competitive pressure, some strategic activities were introduced to HRM system includes, performance appraisal, motivation system's designing Thereafter, and management, employee development, company culture's building, etc HRM is becoming not just only supporting function, but also more focus on strategic areas. Nevertheless, following with more and more government's social security policies and legislations enacted, HR transactional work becoming more complicated, thus HR professionals also have to spend more energy and time on transactional business. This directly lead to HR department couldn't fulfill its support contribution for company's strategic decision. So HRM Outsourcing appeared respond to this kind demand. HR Outsourcing separate services business from strategic work, thus, it can free HR department from transactional work and become a more strategic department, and it also make every HR professional become specialist be possible.The main content of the paper includes the following aspects: First, it outlines related knowledge of human resources outsourcing, including Cause, content, features and effect of HR outsourcing. Temp dispatch which is a hot topic now is in detailed explanation.Then it introduces basis theory: transaction cost theory, corecompetitiveness and strategic management. Combining with qualitative and quantitative analysis, the model using fuzzy comprehensive evaluation method is constructed which is to choose business of HR outsourcing.Themodel is based on four levels about strategy, management, technical and economic. Evaluating the contributions to the enterprise's core business, then choose the right business to outsource according to the magnitude of the contribution.In the choice of the outsourcing suppliers, this paper constructs evaluation model of outsourcing supplier, by using DEA and AHP. It is a case about this method hoe to use. This method enhances the accuracy and practicality by reducing the subjective factors. Finally, it analyzes possible risks which will emerge during human resources outsourcing activities. It gives the risk assessment system and explains how to determine the results of the evaluation. Prevention risk and the management and control measures related are also involved in.HR outsourcing is a new field of corporation strategy outsourcing. From home to foreign and theories to practices, it will be a long time as same as the optimization and upgrade of structure about the corporation, market and country. It is believed that with the in-depth study, application and popularization of the theory, more and more.enterprises will use this tool to integrate the finest specialized external resources. For it makes the manager to concentrate on the strategic human resource management activities,enterpriseswill enhance human resources management and core competitiveness.
