Discriminate and define urban road congestion, elaborate the causes of congestion and the negative impact to society as a whole; In the view of economic, analyzes the road congestion pricing noting that the ultimate goal, the four the course goals of road congestion pricing and the basic form of the five charges. Elaborate the affecting factors of the implementation of road congestion pricing and put forward the timing of the implementation and the principles. Research the marginal external costs of congestion based on the overall road network and give the quantitative calculations.
