| Since reform and opening up, China's economy had got sustained rapid development. Road transport had got rapid development as a result of the people's strong demand for road transport. So the Guakao operation in road transport came into being. In the cause of development, because of huge economic profits for the Guakao operaters, it had made over-development, which leaded to disorder in the market, security management and not in place and poor quality. That had seriously hindered the healthy, orderly and sustainable development in road transport industry. In this paper, combining the actual situation of the Guakao operation, I had studied on the management strategy of Guakao operation in road transport as the goal of solving the problem of Guakao vehicle management.This paper firstly introduced the meaning of the Guakao operation, characteristics, formation and development process and the reasons of its formation. Guakao operation refers to that "linking persons" that depend on "linked persons" engage in business activities in the name of "linked persons" outside. Guakao operation had experienced the development process of budding, development, expansion and recession. It was mainly produced by the common results of industrial policy, market economy and economic interests. However, the main problem of Guakao operation were safety management, quality of service, vehicles and industry management and legal liability which hindered the conversion of road transport industry to corporatization and intensification. Secondly the paper introduced the concept of the game theory and related theory and applied the game theory to the interests of Guakao operation to carry out multi-game analysis, qualitative analysis and quantitative analysis. The paper maintained that the Guakao operation should be cleared gradually through analysis. Then I proposed the management strategy of corporatization and intensification and its guiding ideology, principles, objectives and specific steps. Finally, the paper has made concrete policy recommendations to Bengbu City Department of Transportation's. |
