The Science of leader competence is an important issue in the Science of management.Western scholars have made large quantity of fruitful explorations and formed complete theoretical system and rich experience in practice.But the issue of leader competence was only introduced to our country after the policy of reform and openness was implemented.A brand-new management mode is badly needed by both reform in political system and growth of private enterprises to meet the requirements of the new economy, new politics and new society,enabling the study on leadership to have very strong practical significance.Based on this, this paper analyzed the research significance of the competence of leaders, and expounded the theory of competence and leadership contingency theory, then the strengths and the problems of competence of leaders in Daqing Oilfield were summed up. Based on this, According to the characteristics of Daqing Oilfield business organizations and the characteristics of staff. The personality which affects the performance of the leaders will be as a dimension of the three contingency model. In addition to , the situations in which the leaders and their followers will be as two other important dimensions of the three contingency model, Thereby building the three contingency model of competency of leaders in Daqing Oilfields. And questionnaire survey and expert evaluation method were used to evaluate the competency of leaders. Hope to provide the basis for Daqing Oilfield in selecting leaders.
