In the era of knowledge economy,it is well recognized that the human resource is the most creative and potential resource by far,the fountain of gaining and maintaining competitive advantage as well,among academia circles and in industrial world,with the kinds of economic resource greatly accruing. The process that the enterprises attain and keep competitive advantage is that human beings combine core knowledge and technology armed with themselves with enterprise incubating wealth in the first,then human resource creates value for customers in the end. Based on human resources value chain management standing as a bridge between human resource and competitive advantage,enterprise can acquire sustaining competitive advantage by accumulating customer value and satisfying customers.As far as the view is concerned,firstly I elucidate that perspective on competitive advantage transforms from external circumstances to internal factors,and then manifest that vision angle develops from emphasizing surroundings and resource to underlying knowledge and capability. I conclude that the pathway flourishing the competitive advantage is the human resources value chain management by applying the value chain to practice. Secondly,on the basis of systematic analysis of characteristics of process in creating value for every value system link part and characteristics of process and result in creating value for every human resource level,I sublimate the philosophy of ROA abandoning the concept of "prediction of human resource value invested in shares involved in the distribution of profits",then I design human resource value model for supplier value chain,enterprise value chain,channel / customer value chain,and then devise human resource value model for grass-roots management / producers,mid-level managers/mid-level technical staff,senior manager / senior technical staff. Finally, I make a design for the value chain human resource management, making the model stand up to corporate strategy makers and human resource managers in the practice of bottle-necks,in order to construct a complete logical chain on the "objective law - management model - the implementation of the program" on company human resources.In this paper concentrating on the current hot issue of the academic community,I innovatively reconstruct the human resource management patterns based on the ground of strong theoretical foundations and high operability. I do elaborate that the development of enterprise would support such a management model and tell enterprises regularity of the things,so that enterprisers don't oscillate when confronting with creating a competitive advantage in the era of knowledge economy.
