As we all know, along with its agriculture developing to the market, specialization, industrialization and internationalization, there came into being all kinds of rural cooperative organization. In recent years, there are new emergence, they have shown a broad prospects of development and great vitality. Rural cooperative organization establishment and development of cooperatives at this stage of the liberation and development of China's agricultural productivity, accelerate the building of the new rural in some great significance. Since " Rural Cooperatives Act" had been promulgated in July 1, 2007,however, many areas of professional development of rural cooperatives still can not be ignored, there are some problems and factors. They seriously restricted its fast and healthy development, such as imperfect management systems, lack of working capital economic benefits poor, weak anti-risk, driving force and the weak external support. Therefore, to take certain measures, the overall evaluationof peasant cooperatives professional can also be referred to a higher level.This paper is based on cooperative system theory, the transaction cost theory and organization theory and other theories. By qualitative analysis and quantitative analysis (mainly a descriptive analysis method, Analytical Hierarchy Process), a questionnaire survey and data analysis for the 33 rural aquaculture cooperatives as the professional samples in Neijiang, and the description of the status of their development, present mode, and then to study it. Through the establishment of rural aquaculture cooperative organization evaluationsystem, experts to determine a score, such as the weight of the secondary indicators, three indicators of specific data from rural aquaculture cooperative organization investigation in Neijiang, and then we can evaluate its evaluationwith Analytical Hierarchy Process. On the basis, it makes recommendations and responses.The main conclusions of the study are as follows:(1) Specific indicators show that the majority of small-scale post-secondary rural aquaculture cooperative organization; weak economic strength and evaluationis not high; the market adapting to poor, weak response; led efforts limited farmers; the development of regional limitations; internal systems are imperfect, the management of non-standard; the interests of an incentive mechanism is not clear.(2) Empirical analysis shows that the evaluation of post-secondary rural aquaculture cooperative organization is not high, but also through an integrated and coordinated degree calculations, and found that the majority of farmers are not professional to coordinate the development of cooperatives. Economic contributions, social contributions, organizational development among the three imbalance, all people emphasis on economic evaluationtoo much, it results in the neglect of other aspects of development.
