Fifty years after Peter F. Drucker produce the phrase "human resources", HR has been known as the most valuable resources of social development, people have turned to HR development from material sources. HR development has become the most important thing in company and keeps it going forward.As the most positive stuff in company, HR help with other resources work out. During the introduction, development, configuration, using, management, maintenance and development, there are several cost of HR. If these costs can not be properly controlled, the resources of company will be highly wasted, and then the goals of company can not be achieved.There are six parts in this paper. First, it introduce the purpose and background; Second, it explains several concepts of the cost of human resources management in state-owned enterprises and the system of the cost of human resources management in state-owned enterprises; Third, the analysis of current situation of the cost of human resources management in state-owned enterprises, and then summarize the advantages and disadvantages; Fourth, the paper provide countermeasures for the cost of human resources management in state-owned enterprises; Fifth, this paper provide a example of HR cost management on state-owned enterprises. Finally, it is the summary of advantages and disadvantages in this paper.
