As the increasingly extensive usage along with strengthing scheme of building structure in the actual engineering, more and more request are considered for us to choose and optimize a strengthing project .How to choose an economic and convenient project with good possibility of technique and comprehensive consideration become a problem that the designers must face.The evaluation of indexes of system in the first step for optimizing project is built up by considering a lot of factors in the engineering which is sieved by the evaluation of Delphi .The evaluation of indexes in reinforcement are ascertained by Analytic Hierarchy.,and Relative Membership Degree is ascertained by Theory of Fuzzy Mathematics,and the optimization of model is set up by the Haiming Distance as p=1,and the concept of Value Engineering is introduced to optimize the model has been set up furtherly. Meanwhile,the relation of evaluation of indexes are analyzed by Theory of Gray System;Degree of factors are analyzed for error by comprehensive theory and method of evaluation that we can make the model meet the request better.Finally,the procedure of calculation are made by MATLAB with a actual engineering that we can certificate the model validable and usefull.
